Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Colombia has expanded to include Maternal, Newborn & Child Health (MNCH).

Job Summary:

Under the supervision of the MNCH Technical Advisor, the Senior Maternal, Newborn, and Child Health (MNCH) Officer will be based in one of five prioritized geographies within Colombia and will provide technical support to staff and partners in the areas of project design, project implementation and quality assurance. This role involves implementing and monitoring strategic and technical initiatives related to MNCH and nutrition USG endorsed life-saving interventions for pregnant women, newborns, and children including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), infant and young child feeding, screening and treatment for acute malnutrition, among others. The Senior MCH Officer will provide technical guidance around the issues, challenges, and strategies for achieving project targets related to improved access, quality, and coverage of MNCH and nutrition services. The Senior MNCH Officers will contribute to knowledge products through the creation and management of reports, and technical materials including presentations, work plans, technical and policy briefs and other knowledge products. Working closely with project and Headquarter (HQ) teams, this position supports projects by evaluating programmatic effectiveness, overseeing technical aspects of strategies and implementation plans, and providing technical assessment reports.

We are currently searching for (3) MNCH Technical Officers to be based in the following departments: 1) Choco, 2) La Guajira, and 3) Antioquia (Turbo or Apartado).

Accountabilities:

The Senior MNCH Officers are responsible for coordinating and implementing project activities within assigned territories, ensuring that interventions are executed in accordance with established standards and with the active participation of key stakeholders in the health sector. Their primary accountabilities include:

  • Management and Coordination: Representing the project before territorial health entities and healthcare service providers to ensure the proper implementation of the project within the territories, while maintaining a close and fluid working relationship with local health authorities.

  • Activity Design and Supervision: Collaborating with the project team to design, implement, and supervise project activities across various localities, ensuring that these actions align with the project's objectives and approach.

  • Partner Supervision: Assisting in the oversight of activities carried out by partners within the territory, ensuring that interventions are executed efficiently and effectively.

  • Integration with Territorial Processes: Facilitating the integration of partner activities into territorial health processes, thereby fostering collaboration and synergies among various entities within the health sector.

  • Information Gathering: Collecting relevant data from various stakeholders to support the Monitoring, Evaluation, and Learning (MEL) process and communications efforts, ensuring that the information is accurate and up-to-date.

  • Participation in Territorial Health Roundtables: Actively participating in territorial health roundtables, contributing to dialogue and decision-making on issues relevant to maternal and child health within the area.

  • Support the project’s Communications team in developing case studies and success stories regarding activities in the territory.

  • Reporting to the Technical Director: Reporting regularly to the Technical Director regarding the progress, strengths, and challenges encountered during project implementation within the territory, while providing analysis and recommendations for process improvement.

Applied Knowledge & Skills:

  • In-depth knowledge of concepts, practices, and procedures with providing technical support for research studies.

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Broader knowledge of quality standards

  • Proficiency with database management software and on-line search tools required.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.

  • Excellent organizational and analytical skills.

  • Excellent and demonstrated project management skills.

  • Ability to influence and collaborate with others.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

Education: **

  • Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.

  • Project Management (PM) Certification preferred.

Experience: **

  • Typically requires 6+ years of relevant experience managing data collection and technical assistance experience.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International or Domestic (US) Program Development or Program management experience preferred.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% - 25%

The expected hiring salary range for this role is COP 130,000,000 - 170,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
