Key accountabilities and decision ownership:
Oversee the day-to-day operations of the regional clusters, field service providers deliver the best network to our customers.
Execute cost-effective preventative and corrective maintenance plans for the region covering active access network elements (RAN, MW, IP, DWDM, OSP/ISP Fibre) and passive energy assets (Solar, DG, Rectifier systems, batteries); and ensure quality standards are met.
Oversee the overall energy management related to network operational sites, data centers operations, refueling, fuel management and site security services across the network.
Develop and execute Network Improvement Plans (NIP) for the regions to improve radio network availability, transmission network availability and revenue availability as well as quality to enhance customer experience.
Practice operational efficiency, mindset and culture across the entire field operations and prevent any wasteful practices.
Provide IT Support to the SnD Team with emphasis on (eKYC Support, SnD Platform, Citap and UBP issues) and overall support to regional office IT related estate to SnD, External Affairs (EA) and field operations as well as Security team.
Liaise with, Regional Planning, Project Management, Maintenance, Installation departments, external contractors and local authorities.
Vendor and 3rd Party Management
Ensure the effective delivery of Operation and Maintenance as specified in the Service Level Agreements (SLA) with Field Services Provider and fulfill Network Reliability, MTTR, Spares Return SLA etc.
Track Work Level Agreements (WLA)/Operations Level Agreements (OLA) between Field Services/FLM Provider, NOC and 3rd Party Service Providers (EEP, Ethiotel and others).
Review performance of the Field Services/FLM Provider on a monthly and quarterly basis, enforce service credits where applicable and recommend improvement measures.
Manage site acquisition processes for new sites and sites upgrades, Lease management(operations) Lease renewal and renegotiate low rentals
Network Planning, Rollout and Capacity Support (Cross-functional alignment)
Lead the cross-functional alignment for the region with Sales and Distribution, Radio Network Planning & Operations, Transmission Network Planning & Operations and Capex PMO on new site planning, network deployment/rollout, power connections, SAQ, commercial launch and other strategic initiatives.
Review and advise on network planning and deployment/rollout plans based on regional operational insights to ensure that the commercially viable and technically feasible sites are pursued.
Support execution of radio network capacity and coverage as well as transmission capacity expansion plans in collaboration with Radio Network Planning and Operations, Transmission Network Planning and Operations and Capex PMO.
Lead the network launch and re-launch programs for the regions through preparation and executions of network readiness actions aligned with SnD launch initiatives.
Must have technical / professional qualifications:
Min 3 years of same position experience
Having university degree on engineering(Telecommunication Engineering/Electrical & Electronics Engineering) in as added advantage
Extensive MS Office skills especially on excel and power point
Network Quality and Customer Experience
Work closely with Executive Head and Manager: mapping to the regions on site planning, coverage gaps and customer complaints.
Champion Network Quality and Customer Experience for the region through periodic and ad hoc Drive Test (DT), RAN Optimization in collaboration with RNPO and resolving customer complaints arising from SnD, Dealers and general customers.
Stakeholder Management
Build and maintain sound working relationships with regional stakeholders such as Ethiotel, EEP EEU and Trade Bureaus as well as Service Station Owners through effective engagement to unlock external operational constraints.
