VPU Context:

The World Bank Group’s Eastern and Southern Africa region spans 26 geographically, culturally, and economically diverse countries stretching from the Red Sea in the north to the Cape of Good Hope in the south, home to approximately 700 million people. The region faces significant development challenges, including high public debt, inflation, food insecurity, water insecurity and an extreme poverty rate of around 43.6%, alongside vulnerability to climate change and health crises. Key priorities for the region include building human capital, strengthening regional connectivity, and enhancing resilience to these compounding pressures. Water is one of the regional priorities as well.

At the global level, Water Forward is a global coalition that brings together governments, multilateral development banks, the private sector, and philanthropies around a shared goal: to deliver water security for up to 1 billion people by 2030, working across three pillars—Water for People, Water for Food, and Water for Planet.

 The Planet Vice Presidency (Planet VP), which leads the World Bank Group’s work on Farming and Agribusiness, Climate, Environment, and Water, houses the Water Department, who is responsible for the World Bank Group’s Water Strategy Implementation Plan as part of its contribution to Water Forward.

Unit Context:

 The SAEW3 is the Water Global Practice unit under the AFE Planet Department covers 13 country programs in 3 CMUs across Kenya. Somalia, Rwanda. Uganda, Tanzania, Malawi, Zambia, Zimbabwe, Mozambique, Madagascar, Comoros, Mauritius and Seycheles. The Water (SAEW3)unit supports clients on water supply and sanitation services, water resources management, irrigation, and climate resilience. The Unit (SAEW3) manages lending, advisory services, analytics, and trust-funded activities across these countries.

In Somalia, the unit supports the Water for Rural Resilience (Barwaaqo) Project, the Somalia Urban Water Supply and Sanitation Sector Support ASA, and related trust-funded activities. The portfolio requires close coordination with government counterparts, Federal Member States, the Somalia Country Management Unit, consultants, and World Bank  Group’s technical and fiduciary teams in a fragile and conflict-affected context.

Selection Criteria

Duties and accountabilities:

• Provide day-to-day implementation support for Somalia’s water portfolio, including Barwaaqo, the urban water and sanitation ASA, preparation of Planet MPA and associated trust-funded activities.

• Lead portfolio monitoring and results follow-up, including review of M&E data, field reports, disbursement forecasts, budgets, and project implementation progress.

• Coordinate implementation support missions, reviews, and stakeholder meetings; prepare agendas, presentations, talking points, records of discussion, Aide-Memoires, and management letters.

• Support procurement and contract management by reviewing terms of reference and deliverables, advising on STEP actions, processing grant requests, and preparing draft no-objection documentation for TTL review.

• Coordinate with government counterparts, consultants, third-party monitors, and Bank technical and fiduciary teams; track agreed actions and support timely resolution of implementation bottlenecks.

• Prepare operational reports and corporate deliverables, maintain portfolio and knowledge records, organize learning activities, and support work planning, budgeting, administration, and capacity building.

Selection Criteria:

•  Master’s or advanced degree in water engineering, public administration, economics, political science, sociology, anthropology, or another relevant field.

• At least five years of relevant professional experience in development operations, including social inclusion, accountability, community-driven development, gender, youth, or related areas.

• Demonstrated knowledge of World Bank operations, policies, procedures, and systems; experience supporting procurement, financial management, monitoring, reporting, or trust-funded activities is desirable.

• Experience working in fragile and conflict-affected settings; familiarity with Somalia’s institutional and operational context is an advantage.

• Strong analytical, organizational, problem-solving, and stakeholder-coordination skills, with the ability to manage competing priorities and deliver under tight deadlines.

• Excellent written and oral skills in English, sound judgment, diplomacy, teamwork, integrity, and the ability to communicate clearly with government counterparts, consultants, and colleagues at different levels.
