Project Overview
The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy. Leveraging Palladium's expertise in health systems strengthening, digital transformation, and data use, the project will strengthen governance, service delivery, and decision-making through integrated and interoperable systems across priority health programs. The award also supports stronger health financing, public financial management, and accountability mechanisms to promote resilient, efficient, and country-owned health systems.
Duration and Funding
This is a fixed-term, project-funded position with an initial term of 12 months (through September 2027). Employment is contingent upon the availability of funding, with the potential for extension based on project requirements and funding availability.
Location
This role is based in Palladium's Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.
Position Summary
The Digital Health (DH) Advisor - EMR, Interoperability, and Health Systems Specialist provides technical leadership and implementation support to strengthen digital health systems that improve service delivery, health system performance, and data-driven decision-making. Reporting to the Digital Health Lead, the Advisor will lead efforts to design, implement, integrate, and optimize Electronic Medical Records (EMRs) and related digital health platforms while strengthening interoperability across health information, surveillance, laboratory, supply chain, emergency management, and health financing systems. The role will work closely with government institutions, health facilities, laboratories, Emergency Operations Centers (EOCs), insurers, and development partners to advance digital transformation initiatives that promote efficient service delivery, timely public health action, and sustainable country ownership.
Primary Responsibilities
· Lead the implementation, optimization, and scale-up of Electronic Medical Records (EMRs) and other clinical information systems.
· Strengthen interoperability and data exchange between EMRs, DHIS2, eCHIS, Laboratory Information Systems (LIS), surveillance platforms, supply chain systems, and health financing applications.
· Support implementation of national digital health architecture, interoperability frameworks, and data standards.
· Strengthen integrated disease surveillance, outbreak intelligence, and public health emergency management systems, including 7-1-7 implementation.
· Support the operationalization of Emergency Operations Centers (EOCs) and digital emergency management systems.
· Strengthen One Health data-sharing and coordination across human, animal, and environmental health sectors.
· Support HIV Case-Based Surveillance (CBS) systems, dashboards, and analytics.
· Strengthen laboratory-to-surveillance integration and monitoring of data quality, timeliness, and reporting performance.
· Support digital supply chain and logistics systems that improve commodity visibility, forecasting, and inventory management.
· Support digital health financing and insurance systems, including claims management, provider payment, and reimbursement platforms.
· Develop dashboards, analytics, and decision-support tools to improve program performance and resource allocation.
· Provide technical assistance, capacity strengthening, and stakeholder coordination to support sustainable digital health system adoption.
Required Qualifications
Education
· Bachelor's or Master's degree, or Medical Doctor (MD), in Public Health, Epidemiology, Health Informatics, Digital Health, Public Health Emergency Management, Epidemiology, Health Information Management, or a related field.
Experience
· Minimum of 5 years of progressively responsible experience in digital health, health information systems, health informatics, public health, or related fields.
· Demonstrated experience implementing and supporting Electronic Medical Records (EMRs), health information systems, or other digital health platforms.
· Experience with DHIS2, eCHIS, Laboratory Information Systems (LIS), surveillance systems, interoperability frameworks, or other national digital health solutions.
· Experience supporting digital solutions for public health emergency management, disease surveillance, supply chain management, health financing, or insurance systems.
· Experience working with government institutions, donor-funded programs, development partners, or international organizations.
· Experience with U.S. Government-funded programs, including DOS, CDC, USAID, or other federal agencies, is highly desirable.
· Experience working with multilateral organizations, including WHO, World Bank, Global Fund, United Nations agencies, or other development partners, is an advantage.
· Experience supporting digital health, health information systems, or health systems strengthening programs in Ethiopia is strongly preferred.
Technical Competencies and Skills
· Strong knowledge of digital health systems, EMRs, health information systems, and interoperability frameworks.
· Experience with EMRs, DHIS2, eCHIS, Laboratory Information Systems (LIS), and surveillance platforms.
· Familiarity with IDSR, PHEM, One Health, 7-1-7, HIV Case-Based Surveillance, and EOC operations.
· Experience with digital supply chain, health financing, insurance, and claims management systems.
· Knowledge of interoperability standards, digital health architecture, data governance, and information security.
· Strong skills in data analytics, dashboard development, visualization, and evidence-based decision-making.
· Strong communication, stakeholder engagement, and problem-solving skills.
