BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2020, WFP CO Ethiopia has launched its CSP 2020-2025. The five-year country strategic plan is
based on WFP’s recognized strengths and on strong strategic and operational partnerships with the
Government, private sector entities, non-governmental organizations, and other United Nations
agencies. While the bulk of operations will continue to address the immediate short-term needs of
refugees, internally displaced persons and other food-insecure and undernourished people, there will
be a gradual expansion and intensification of climate change adaptation, resilience and livelihood
diversification initiatives also linked to the humanitarian–development–peace nexus. WFP will focus
on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns
and gender equality throughout the portfolio.
The Gode suboffice in the Somali region plays a key role in implementing a wide range of livelihood
and resilience activities. Additional projects are expected to start soon, expanding the scope
(geographic and thematic) as well as magnitude of resilience and livelihood activities in the areas
under responsibility of the Gode office. All initiatives have fixed seasonal milestones that require
complex technical processes and collaboration with external partners to achieve. The operating
environment is increasingly more challenging due to the ongoing political, economic, and security
situation in the country.
The new Programme Officer post will help beef up the limited human resource capacity available in
the area office in line with WFP Ethiopia’s vision of scaling up the resilience and livelihood component
of its Changing Lives agenda. The candidate is expected to assist the CCARB focal point in Gode in
activity coordination, delivery of day-to-day activities, interaction with the cooperating partners and
beneficiary communities, as well as the provision of technical support on climate change adaptation
and resilience building. It is also to guarantee proper on-ground coordination as well as cooperation
with CPs, government counterparts, and other stakeholders.
The purpose of this assignment is to ensure the availability of adequate in-house capacity and
necessary technical expertise on climate change adaptation and resilience, with particular focus on
natural resource management, public works, disaster risk management, agriculture, livestock, market-
strengthening, as well as rangeland rehabilitation, to be able to better coordinate on-going initiatives
and capacity strengthening actions as well as support the implementation and design of new and
ongoing climate change adaptation and resilience building projects and programmes.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall guidance of the Head of Gode Sub-office as well as CCARB (technical) focal points
and project managers in the Somali Area Office and Country Office, and under the direct supervision
of the Programme Policy Officer (CCARB lead) in Gode office, the job holder will be responsible for the
following:
Contribute towards the design and implementation of a variety of projects, plans, and processes,
related to climate change adaptation and resilience building, ensuring alignment with wider
programme policies and guidance.
• The candidate will specifically focus on activities related to natural resource management, public
works, disaster risk management, livelihood building (agriculture and pastoralism), and market
strengthening activities.
• Organize practice-oriented technical trainings on dryland management, water harvesting, natural
resource management, livelihood building, agriculture, livestock management, and market-
strengthening to enhance the capacity of WFP staff, the government, and cooperating partners to
design and deliver effective livelihood and resilience programmes.
• Establish model / demonstration sites with integrated and diversified technologies and initiate the
scaling up of those initiatives and support advocacy work.
• Conduct periodic monitoring of all infrastructure/asset activities followed by preparation of a
comprehensive report with best practices and recommendations. Prepare evidence-based
recommendations on measures to improve facilities / infrastructures suitability to operational
purpose, safety, and efficiency of structures and equipment including support in development of
project guidance materials (e.g., manuals) on project implementation.
• Participate and support training on 3-pronged approach related tools, particularly Community-
based participatory planning, and seasonal livelihood programming.
• Support the management of partnerships on climate change adaptation and resilience building,
liaising closely with government counterparts, cooperating partners, financial service providers,
and other stakeholders on all technical aspects related to CCARB initiatives.
• Support government staffs on technical subjects during planning, trainings, workshops and joint
monitoring and reporting.
• In close liaison with M&E focal persons for the CPs and CO, support the generation of progress
monitoring reports, impact stories, photo images and video clips for social media and participate
in project evaluation and documentation of the lessons learned and best practices.
• Follow data gathering and monitoring systems ensuring that rigorous quality standards are
maintained, including overseeing cooperating partners and third-party monitors. Pro-actively
analyze data to determine recommended follow-up actions and oversee their implementation
• Provide technical advice and support on implementation of various, household, or community
infrastructure/assets, ensuring that outputs meet the established quality standards and are
compliant with wider WFP policies.
• Coordinate with technical focal points and project coordinators in WFP’s Somali Region area office
and Country Office on implementation of projects under the CSP’s CCARB Activity.
• Ensure that gender, protection, environmental sustainability, and climate adaption best practices
are implemented throughout all activities, in line with national, regional, and WFP’s guidelines
and policies.
• Support donor missions to the field in recovery/livelihood intervention areas.
• Delivery of weekly and monthly updates to various offices on the implementation of CCARB
activities.
• Lead, motivate and develop a team of staff to enable high performance.
• Proper documentation, filling for audit purposes; ensure compliance to WFP standards.
• Any additional duties as requested.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Environmental sciences, Natural Resource Management,
Agriculture, Climate Change Adaptation, Social sciences, Engineering, or other
related subjects.
Experience: At least five years working experience and demonstrated technical expertise in the
areas of climate change and capacity building, resilience strengthening, livelihood
building, natural resource management, asset creation, and public works. Experience
in WFP-related programmes and PSNP is considered an asset.
Knowledge
& Skills:
• Ability to work independently and pro-actively in a timely and organized
manner.
• Ability to work professionally and proactively with multiple stakeholders
and partners.
• Demonstrated skills in producing high-quality written material, reports, and
analysis of a variety of data and information.
• Excellent oral and written communication skills.
• Willingness to explore and experiment with new ideas and approaches in
own work.
• Ability to work in a team and multi-task as needed.
• A strong understanding of climate change adaptation and resilience
building in the different contexts of Ethiopia.
• Ability to work in a team and establish effective working relations with
persons of different national and cultural backgrounds.
• Understanding and knowledge of community based participatory planning
approaches.
• Skills in workshop facilitation.
Languages: • For this assignment, fluency in oral and written English and Somali is
mandatory. Knowledge of other Ethiopian languages is an advantage.
